Alberta introduced a new grid system in 2004 as part of a package of auto insurance reforms. There are three factors on the insurance rate grid: number of years of driving, accident claims and convictions. The insurance industry has opposed the grid so they refuse to cap rates which means outliers like Jason Towers either pay up or stop driving. It's hard to feel sorry for this kid because he is a bad driver but the industry's attitude is terrible.
