According to her website, Sasha credits a special bra for the fuller look. Celebrities seldom admit to cosmetic surgery. It sort of makes sense. Amateur judges aren't going to be swayed by big boobs. In fact, big boobs slow down your rotation when executing jumps and spins (done through centrifugal force). But since she is skating professionally and not doing the more difficult jumps, it sort of makes sense.

She has bigger boobs because quit skating competively. Almost all female athletes who lighten up on their workouts when they get older finally get the breasts that didn't grow when they were younger. Female athletes will have serious health problems if they don't decrease their workouts.
Hey! The last ohoto is fake... please. I have already seen it. In fact, you can see, between the two boobs, a line which corresponds the line of the skin-looking fabric she has. These are not her boobs, the pic has been edited. And, If she had these boobs, she wouldn't had shown in that way.
On the other hand, the change is notorious. Maybe she got a plastic surgery, or maybe the less amount of workouts allowed her breast to grow uo :p
I think the second option is what really happened. I don't think it is a good idea to have breast implant if you are a profesional athlete... it could go against your health.
